City reports 1,358 rentals registered in 2026; residents point to investor ownership in Gateway

City staff reported that 1,358 rental properties were registered in 2026 to date, up from 859 in 2025 and 588 in 2024, and that the city has issued hundreds of citations connected to the registration program. Staff said inspections have been handled primarily by a rental inspector and two code officers, with a second dedicated inspector beginning work later in the month.
"Total registered rental properties in 2026 to date, we have 1,358 properties that are registered," staff told council. The presentation included subdivision-level breakdowns for Gateway Parks, where staff reported 1,203 developed lots and identified 336 rental properties; 97 citations were issued in Gateway Parks alone. Staff noted that the rental-registration ordinance requires a crime-prevention lease addendum for each registered property.
Several Gateway residents — including Sam Falk and others — told council they had compiled independent data showing a high percentage of purchases by LLCs and non-local owners and urged special council attention. Falk said his county records search suggested over 27% of Gateway Parks homes are rentals and that at least 105 homes there are owned by LLCs; he urged stronger city action to track investor ownership and enforce registration. Council discussed gathering more granular per-property incident breakdowns and pursuing coordinated outreach to external housing authorities and legislators.
