Mountrail County approves CR4 reconstruction design choices, sets 55 MPH and 2-year phasing

Road & Bridge Engineer Jana Hennessy and Craig Mizera of HDR Engineering presented design alternatives for the CR4 Reconstruction Project #04(74)24 and the board approved the staff-recommended options on Feb. 20. The decisions include updating Structure 31-107-04.0 to an Oregon 2-tube bridge railing, using a 7" bituminous surfacing with a 10" aggregate base and a geotextile layer, keeping a 55 MPH alignment outside White Earth Valley, and phasing the project over two construction seasons.
Engineer Mizera walked commissioners through the alternatives for each decision item; the board approved each motion in turn. The motions were carried with unanimous votes: the bridge rail decision (moved by Comm. Hollekim), the roadway section (moved by Comm. Olson), the alignment (moved by Comm. Olson) and the phasing (moved by Comm. DeGroot). The CR4 decisions set the technical basis for final design and future contract bidding.
