Council streamlines approvals for on-premise alcohol sales in Hillside Village

Planning staff told council the amendment targets second-generation tenants in a regional retail center and would not automatically apply to other tenant spaces not identified in the amendment; any tenant not shown on the map would still require a conditional use permit. Director Sowell said the proposed administrative pathway would reduce the typical 3-to-4-month CUP process to about one month for those approved suites, expediting openings for restaurants and prospective operators.
No letters of opposition or support were received by the staff deadline. One resident, Philip Balamowitz, spoke to broader concerns about frequent rezoning and planned developments but did not oppose the amendment outright. Councilmembers said they value the efficiency for economic development and emphasized that the city retains enforcement tools, including CUP revocation and notifying TABC on compliance issues.
Council adopted the amendment as presented, with staff and the Planning and Zoning Commission having recommended approval. The change applies only to the listed suites; any expansion of tenant spaces or new suites seeking alcohol service will require a CUP and public review.
