Advisory commission splits with unfavorable recommendation on Enclave on Parkway PUD after heavy public opposition

After a 75‑minute public hearing and extended commissioner discussion, the Advisory Planning Commission voted to forward an unfavorable recommendation to Town Council on PCCZ‑26‑1, the Enclave On Parkway planned unit development. The PUD would rezone about 30 acres for 10 multifamily buildings (272 units total) and a 5,400‑square‑foot commercial outlot. Residents raised multiple issues during public comment: Daniel Carvin said the dead‑end street and recent crashes made the local roadway inadequate for additional traffic; Kate Youssef Harris criticized cumulative development impacts and loss of farmland; others noted safety risks for schoolchildren and predicted property‑value declines. John Lasso of CRG, the applicant, said the apartments would be market‑rate ("This project would average around $1,700 a unit a month," he said) and that the team was willing to discuss contributions toward future intersection improvements and berming. Commissioner (speaker 2) moved to send an unfavorable recommendation citing criterion 5 (responsible development and growth); the motion was seconded and carried on roll call.
