Commission approves Circle K fueling station with added conditions on dumpster, enclosure and signage

The Advisory Planning Commission approved PSDP‑26‑7, allowing Circle K to develop a fueling station and convenience store at the southwest corner of Ronald Reagan Parkway and Lacy Knott Drive, subject to standard technical review conditions and three site modifications agreed at the meeting: moving the dumpster pad south of the entrance, making the dumpster enclosure solid to ground (masonry as feasible) and adding no‑parking signage to discourage truck parking in the truck court area.
Staff noted the application predated a UDO amendment that later limited fueling stations on Ronald Reagan Parkway and confirmed the proposal meets setback, lot coverage and landscaping requirements. "Based on the information provided and the criteria responses, staff recommends a motion to approve PSDP‑26‑7 with the following staff conditions," planning staff told the commission. Tyler Lucas, representing Circle K, agreed during the hearing to move the dumpster pad, add additional signage and reduce the enclosure gap to three inches or to the ground if required.
Commissioners also discussed truck circulation and the proximity of the dumpster to customer circulation; staff agreed the dumpster could be shifted to give additional turning room. With those site adjustments agreed to on the record and to be verified by staff, the commission approved the DPR.
