The Town of Brownsburg Advisory Planning Commission voted to approve the development plan review for PSDP‑25‑12, the Carrom Convenience Center — a fueling station with a 4,309‑square‑foot convenience store on a C‑3 zoned lot — subject to staff conditions including completion of technical review comments, recording a final plat with Hendricks County and approval from the Hendricks County Drainage Board.
Staff presented the site review and said the plan met chapter 2, 3, 5 and 7 UDO standards, noting lot coverage of 73% (under the 75% maximum), revised landscape plans that added 14 shrubs and five ornamentals, and lighting and parking that met ordinance limits. Staff recommended approval with the listed conditions. "Based on the information provided and the criteria responses, staff recommends a motion to approve PSDP‑25‑12 with the following staff conditions," staff told the commission.
Commissioners pressed the applicant on facade masonry percentages, the location and function of a window near the back of the building, grease‑trap servicing access and the presence of a sidewalk along Northfield Drive. Don Fisher of Insight Engineering, the applicant's consultant, told the commission the site layout and drainage coordination with the town and county had been addressed and that the building orientation explanation accounted for the facade labeling. Fisher also confirmed an access easement had been provided for site maintenance. The commission added conditions requested by commissioners — including verification of dumpster lighting and bike parking — before calling and approving the motion.
