Two law firms seeking to serve as counsel to the Economic Development Authority presented qualifications at the EDA’s Jan. 8 meeting, and the Board deferred a selection for 30 days. Spilman Thomas & Battle (represented by Mike Lockaby and Arthur Anderson) and Christian & Barton (represented by Michael Guanzon, Chris Gill, and Megan Holley) each described work with EDAs, public finance, FOIA compliance, and project due diligence.
Mr. Lockaby said Spilman Thomas & Battle would propose a three-person team for Charles City County and cited recent experience on large industrial park projects and data center matters. Christian & Barton emphasized procedural safeguards—FOIA compliance and confidentiality for recruitment packages—and tools such as bond issuance and third-party financing. Chairman Arnold Brown and staff agreed to place the item on the Feb. 5 agenda for a full Board vote after individual review. "It depends," Michael Guanzon said when asked about typical billing magnitude, noting arrangements vary by client needs and project workload.
