During the May 11 CDC meeting, consultants described Option 3 as a connector from Briar Hill Boulevard to Highland Village Road and Unity Park. Kevin Grumwalt (speaker 7) said the alignment runs along city right-of-way and HOA-owned open space and would require easement acquisition from Highland Forest HOA plus a second private property owner west of Highland Village Road. "This assumes our 15 foot trail easement... approximately 24,000 square feet of easement acquisition anticipated," the consultant stated.
The board raised questions about proximity to private buildings, potential effects on a barn shown on the aerial imagery, and the practicality of securing voluntary easements from multiple homeowners. Consultants also described coordination needs with Upper Trinity Regional Water District (UTRWD) and cautioned that CPKC (the railroad) would not allow public trail use in its right-of-way, which drove the alignment out of the railroad corridor. The board flagged the easement complexity as a reason Option 3 may not be feasible without more detailed property research and boundary surveys.
