The commission approved Resolution 12-10-25 to enter into an interlocal cooperation agreement with the Henry County Emergency Communications District (ECD) to add Leonardo radio repeaters at county tower sites. Commissioners voted to accept an ECD impact payment of $228,226.85 to support purchase and installation. The interlocal agreement specifies that the county and City of Paris will retain joint ownership of the overall radio system and that the county will maintain and insure the repeaters after installation.
The meeting packet included a signed interlocal agreement and a conflict-of-interest waiver acknowledging that the county's selected counsel (Greer Greer & Whitfield) would represent both entities for contract drafting and that the parties consented to the joint representation but that the attorney must withdraw if an actual conflict arises. Commissioners approved rule suspension to add the resolution to the agenda and then adopted the interlocal agreement on a recorded voice vote.
