Henry County Commission amends 2025–26 budget to add airport grant, sheriff donations and small Deeds transfer

Henry County commissioners on Dec. 15 approved Resolution 1-12-25 to amend the county general fund budget for fiscal 2025–2026. The motion, made by Commissioner Kenneth Humphreys and seconded by Commissioner Charles Elizondo, passed in a recorded voice vote with a quorum present and the mayor’s approval recorded on the resolution.

The resolution authorizes multiple transfers: a $1,000 net transfer into the Register of Deeds travel account to cover mileage reimbursements; an increase of $10,000 in donations revenue and a corresponding $10,000 increase in general welfare spending for the sheriff’s office to account for donations to The Shed; and a $15,000 increase in state grant revenue with the same increase in 'Other Charges' for sheriff-related grant activity. The measures also add a $120,000 state grant and matching 'State Grants' appropriation to fund replacement of airport airfield lighting. The resolution text notes the airfield lighting grant total at $120,000 with a federal portion listed in the grant exhibit.

Register of Deeds Pam Martin had submitted a written transfer request cited in the resolution asking that $350 from Repair & Maintenance and $650 from Postage be moved to Travel to reimburse mileage. Sheriff Josh Frey’s memo, also filed with the budget committee, documents $10,000 in donations collected for The Shed between July and September 2025 and requests corresponding budget authority. The airport grant exhibit lists the project funding as $120,000 (federal $114,000; state and other funds $3,000 each) and a grant period of April 11, 2025–April 10, 2027.

The resolution was entered into the county record and signed by Commission Chairman and County Mayor Randy Geiger and County Clerk Donna Craig.
