Box Elder County adopts countywide Water Master Plan to guide local water policy

Box Elder County commissioners voted Jan. 28, 2026, to adopt Ordinance #644, formally approving the Box Elder County Water Master Plan. Community Development Director Scott Lyons told the commission the plan began in August 2023 with a steering committee and consultant work intended to help smaller municipalities that lack the technical resources to craft their own detailed plans.
Commissioner Lee Perry moved to adopt the Water Master Plan ordinance; Commissioner Boyd Bingham seconded and the motion carried unanimously on a roll-call vote. Lyons said parts of the plan had previously been adopted to comply with legislative changes and that this adoption completes the county’s comprehensive document to guide future water planning.
The adopted plan is intended as a planning tool to preserve water for agriculture, guide growth within available supplies, and provide technical recommendations to local entities; the commission did not appropriate new funds during the meeting for implementation efforts.
