Council supports narrowing Human Rights Board scope and reviews Planning Commission recruitment timing

Several councilors requested staff review charter constraints and whether a cooling‑off period should be required for councilors joining Planning Commission; staff agreed to research the charter and return with recommendations. Council indicated support for proceeding with the HRB scope change ordinance and asked staff to return with details on recruitment timing and any legal considerations.
