City engineers walked through the city’s annual asset management program and how pavement condition index (PCI) scores drive rehabilitation decisions. Casey Carlson, senior civil engineer, explained the five‑year pavement management plan and said the city’s average network sits in a satisfactory range while roughly 20% of roadways fall into a critical 'fair' band that warrants near‑term attention.
Carlson illustrated the cost differential between rehabilitation methods and reconstruction: “Generally, a full reconstruction is about 5 times more expensive than a mill and overlay,” he said, arguing that catching roads before they fall into the deficient range prevents much higher future costs. Staff described the 'one‑build' approach, which layers MMTP, VZAP and PROWAG (accessibility) improvements into routine rehab work to maximize the value of each disruption and dollar spent.
Specific 2026 projects highlighted include milling and overlay of selected streets, signal upgrades at Minotaur Circle and South Boulder Road (retroreflective backplates, flashing yellow left turns, pedestrian timing reviews), and a roundabout reconstruction on Casper Drive with pedestrian refuges. Councilors asked how the public will see PCI maps and scores; staff said GIS layers are available and will be incorporated into communications.
