Staff said the changes move electronic messaging into a clearer code section, add objective standards (automatic dimming, brightness caps, and malfunctions defaulting to dark/static), prohibit video and animation, require a 10‑second hold between messages, and tie displays to architecturally integrated monument signs with landscaping.
The amendment tiers allowed display area by district (for Regional Center districts, 32 sq ft for sites ≤5 acres and up to 64 sq ft for sites ≥5 acres). Staff said drive‑through menu boards are treated separately and that the steering committee for the Sports & Events Center favored a free‑standing video screen for that site. Council asked about size, materials, and whether a digital billboard could be permitted; staff said the ordinance is written to prevent billboard‑style installations and that signs will remain subject to site‑triangle and traffic‑safety restrictions. Planning commission voted 4–1 to recommend approval at its July 20 hearing.
