City advances Hawthorne Ridge agreement for 154 townhomes; developer expects vertical construction soon

Council advanced a development agreement for Hawthorne Ridge, a proposed townhome project on roughly 17 acres along Executive Boulevard. Aaron said the project includes 154 townhomes (94 in phase 1; 60 in phase 2) and that off-site stormwater detention costs and maintenance will be split by capacity usage: Hawthorne Ridge about 45%, the city about 50%, and a remaining parcel about 5%.

Aaron said the city set water and tap sewer fees consistent with planning commission approvals and noted the term of the project includes more than $1,000,000 in minimum service payments to the city over 15 years. He said the city purchased a larger parcel previously for $2,000,000 in June 2023 and that overall the site has performed well for municipal goals. Kevin from PrideOne, the developer, thanked staff and said, "We're very excited," adding that infrastructure is in place and lots are ready to go vertical soon.

Council members asked about unit price points and how phase 3 (retail/residential mix) would be handled; staff said phase 3 is not part of the current agreement and will be addressed separately if it proceeds through the planning commission.
