Council advances CRA amendment for The Gables to ease homebuyer burden

Council advanced a proposed amendment to a community reinvestment agreement for The Gables (Sims Development on Brant Pike) intended to make later-year payments more equitable for homeowners and unblock stalled sales.
Aaron explained the current CRA provided a 100% exemption for the first 10 years and then annual payments in years 11–15 that the city estimated at about $9,500 but which the developer and staff now believe could be higher than homeowners expect. To address sales difficulties, staff proposed keeping the 100% CRA for years 1–10 and setting the minimum service payment for years 11–15 equal to the homeowner's actual tax liability for that year. "They actually came to us... saying that this, the current arrangement is hindering their sales," Aaron said. He added the amendment would be applied retroactively to existing homeowners so all are treated equally.
Council members expressed support and the item was moved to the next meeting for final consideration and for the necessary amendments to declaration agreements for current homeowners.
