Council adopts CPI-based update to La Habra’s master fee schedule

The La Habra City Council voted unanimously on May 18 to adopt a resolution amending the city’s master schedule of fees, applying a regional Consumer Price Index adjustment of 3.16% to eligible general and administrative fees. Staff (speaker 9) told the council the update is intended to help the city keep pace with rising costs while complying with state law.
Staff said fees that are part of enterprise funds or governed by state regulation—such as water, sewer, refuse, franchise and state-regulated fees—were not included in the CPI adjustment. Staff recommended that most adjusted fees become effective July 1, 2026, with certain community development and public works fees taking effect 60 days after adoption.
During the hearing council member (speaker 3) asked how the public was notified; staff responded that the city published the required public notice 10 days before the hearing. After closing the hearing without public testimony, a council member (speaker 4) moved adoption and the motion carried unanimously.
