Council advances 2026 street program contracts, low bid at $1.02 million

Councilors reviewed bidding results for the 2026 street program and agreed to advance recommended awards to the next regular council meeting for final approval. Public Works staff Russ presented that Section A — milling and paving for roughly 24 streets (about 5–6 miles) — received two bids and the low responsive bid was from John R. Jurgensen at $1,022,434; staff recommended awarding that work with a $1,125,000 not‑to‑exceed contract. "The lowest and best this year was John R. Jurgensen at $1,022,434, and we'd like to award the project to them," Russ said.
Russ also explained Section B, which covers application of Reclamite on smaller streets and cul‑de‑sacs, had a single bidder because only one local firm performs that treatment. "Section B was for putting down Reclamite. There is only one company in the area that does that, and that's why Pavement Technologies bid that one," Russ said; Pavement Technologies' bid was $25,759.50 with a $29,000 not‑to‑exceed amount. Staff told council Bowser & Warner would perform inspection and testing during asphalt installation. Funding for the program comes from the street improvement levy and gas tax funds. The council had no objections to moving the awards to Monday's agenda for final action.
