Russ said the plant had recent piping, valve and control improvements but that media loss over prior years required replacement; he described the new media mix as "gravel, anthracite, and green sand" and said, "the new media should last over 10 years." Staff received two quotes: National Water Service at $535,000 (the low quote) and Peterson Construction at $648,000; the recommendation is to award to National Water Service with a not-to-exceed amount of $588,500. He added the replacement should bring hardness down to the plant's original design target (hardness of 7) and that residents would see improved water quality soon after installation; staff expects replacement within about two months of contract award.
Council asked about the difference between the quoted amount and the not-to-exceed cap; Russ said the 10% buffer is routinely used. The council moved the recommendation forward for formal action at the upcoming meeting.
