Council moves forward on 2026 sewer-lining contract after low bid

The city advanced legislation to award its annual sewer rehabilitation contract after staff reported the results of televised pipe inspections and a low bid from United Surveys Inc.
Russ, the utilities staff presenting the item, said the program targets the worst-condition clay sanitary pipe and this year covers about 7,900 feet. He said United Surveys was the lowest responsive bidder at $384,980 and staff included a contingency in the legislation for a not-to-exceed amount of $423,500. "This year, the total length of pipe is 7,900 feet," Russ said, and the lining program is expected to prolong pipe life "at least 50 to 60 years." The work is to be funded from the sewer fund.
Council had no objections at the work session and moved the item forward to the next meeting for formal action. Staff noted collapsed pipes are excavated and repaired first before lining, and that televised inspections by Tri Cities Authority were used to prioritize segments for this contract.
If approved at the council meeting, the contract award and the not-to-exceed authorization will allow staff to schedule work and coordinate traffic impacts; earlier in the meeting staff warned of an overnight Fishburg Road closure for a separate Tri Cities sewer installation.
