Council approves signage and historic‑building restoration for Lakeway Marina, defers other marina HOT requests
Summary
After extended questioning about scope, matching and whether parking and boat‑ramp work qualify as historic preservation, council approved HOT funding for the marina’s signage and historic building rehabilitation and asked applicants to return with detailed CapEx information for remaining items.

Council members expressed concern that several marina requests — parking‑area resurfacing, boat‑ramp work and advertising — might be ordinary commercial improvements rather than historic rehabilitation eligible for HOT funds. The assistant city manager told council staff had checked eligibility with the Texas Hotel Lodging Association and that the combined requests fell within available historic‑preservation allocations.
Jody Allen, owner of Lakeway Marina, described safety issues at the narrow asphalt boat ramp and said upgrades would make it safer and could attract leisure boaters again. "If we redo the boat ramp, we can get more travelers coming with boats," Allen said, and added that the marina had replaced docks and invested substantially in waterfront infrastructure over prior years.
Council debated separating signage and historic‑building rehabilitation (which several members supported) from parking and boat‑ramp work (which some members argued were infrastructure or ordinary business expenses). A motion to deny the marina request failed; the council then approved signage and historic‑building rehabilitation funding and required the applicants to return with detailed CapEx documentation about parking, ramp and advertising so council could consider those elements at the August 17 meeting.
Next steps: staff will draft an agreement for signage and building restoration funding and coordinate a follow‑up submission from the marina owner with detailed CapEx breakdowns for the council’s August meeting.
