Chair Scott Severn walked committee members through a re-formatted Capital Improvements Program worksheet that separates line items by fund, adds formulas to automate calculations, and includes cash-flow and deposit/spending graphs. Severn said the changes were intended to make fund balances and spending more transparent and easier to track over time.
Committee member Don Milbrand said he appreciated the visualizations, noting they clearly showed how monies appropriated by voters have been spent. The committee discussed the presentation format and agreed staff should incorporate the updated spreadsheet into future CIP reporting.
