CIP committee amends draft bylaws to specify membership and a Planning Board seat
Summary
Members amended the Draft Orders of Procedure to replace “item or project” with “expenditure,” set committee size at five with up to two alternates, and require one Planning Board member (per RSA 674:5), one Select Board member and ideally one Budget Committee member.
Donna Sullivan presented a Draft Orders of Procedure and read comments provided by Planning Board representative Steve Carten. The committee discussed membership rules and legal requirements; Sullivan noted RSA 674:5 requires a Planning Board member on the committee.
After discussion the committee agreed to three specific amendments: change Article II §3 language from “item or project” to “expenditure;” revise Article III §1 to state the committee will consist of five members with up to two alternates; and add language to Article III §2 requiring one Planning Board member (per RSA 674:5), one Select Board member and ideally one Budget Committee member, with remaining seats open to citizens at large. Members also discussed quorum implications of a larger committee.
