Commission rejects TLM design agreement but approves $65,000 to ready county building for lease

A proposed agreement with TLM Associates, Inc. (AIA B101 standard Owner–Architect form) for design services at 311 East Wood Street was considered and voted down. The roll-call in the minutes shows the motion to enter the agreement received 4 yes, 10 no and 1 abstention and thus failed. The AIA agreement in the packet lists a basic services lump sum of $89,650 and describes the scope for renovating the Juvenile Court building to create a Henry County Services Center.
Despite the failed design contract, Commissioners later approved a separate allocation of up to $65,000 to renovate approximately 4,000 square feet at the rear of 311 East Wood Street to prepare it for lease to the Tennessee Rehabilitation Center. Commissioner Marty Visser moved the TLM contract resolution (which failed); Commissioner Patrick Burns later moved the renovation allocation and Commissioner David Flowers seconded; the renovation allocation passed by a recorded vote of 15 in favor.
