Commission approves consent agenda; Comptroller letter affirms Henry County's FY2026 budget

Henry County Commission approved the consent agenda at its Oct. 20, 2025 meeting, moving forward a package that included Sept. 15 minutes, multiple notary public designations, financial statements for Henry County Medical Center, the trustee's month-end report and various quarterly reports. Commissioner Monte Starks made the motion to approve the consent agenda; Commissioner Kenneth Humphreys seconded and the motion was recorded as passed in the meeting minutes.

The commission packet contained an Oct. 9, 2025 letter from the Tennessee Comptroller's Division of Local Government Finance that the Comptroller's office included in the consent materials. The letter states, "This letter constitutes approval, by our office, for the County's fiscal year 2026 budget," and reminds local officials that the budget must remain balanced during the fiscal year and that any budget amendments should be uploaded to the Comptroller's online portal for acknowledgement. The letter (included in the packet) names Benjamin Johnson as the county's financial analyst contact for follow-up.

The consent agenda also listed dozens of notary public appointments by name as part of the packet; those designations were approved as part of the motion. The minutes record the commissioners present and the clerk's entry of the roll call; the excerpted record does not show additional debate or separate votes on consent items.
