Regional staff summarized House Bill 18 13, which went into effect July 1 and expanded BHASO delegation to incorporate facility-based crisis stabilization into ASO oversight and utilization management. Ashley explained the expansion primarily affects back-end authorizations and how providers are funded, but "a lot of those elements of what they're providing, how people get referred and admitted into those services has not changed," she said.
The changes will bring facility stabilization under the same BHASO oversight used for community stabilization and are expected to reduce administrative complexity for providers who previously contracted with multiple entities. Ashley said the system will continue coordinating with managed care organizations for member-level authorizations.
