Operator says Random Lake wastewater plant needs upgrade after improper discharge; board approves compliance report

WWTP Operator in Charge Eric Paulus presented the village’s 2025 Compliance Maintenance Annual Report and told trustees the treatment plant experienced an improper discharge that strained operations but that the plant has shown improvement since 2024.
“Recovery took an extended amount of time,” Paulus said, and he recommended planning for a new plant to better handle influxes and improve flow design. He also noted a finance-related "F" rating tied to bearing replacement and reported the Wisconsin Department of Natural Resources is satisfied with the correspondence and ratings the village submitted.
Trustee Chuck Mueller moved to approve Resolution 2026-01 adopting the report; Trustee Barbara Ruege seconded and the motion carried 5-0. The board did not set a construction schedule at the meeting. The village is awaiting further DNR approvals before advancing to the next stage of wastewater plant planning, according to President Duane Urbanski.
Next steps noted in the discussion included monitoring DNR feedback, continuing equipment replacement funded for bearings, and folding capital planning into future budget cycles.
