On Feb. 9, 2026 the Cass County Planning Commission/Board of Adjustment approved a Conditional Use Permit to expand Quarterdeck Resort in Fairview Township by adding 13 non‑riparian rental cabins on an 18.9‑acre parcel zoned Water Oriented Commercial.
Environmental Services Department staff advised the Commission that 128 notices were mailed and no comments were received. Commissioners approved the application unanimously (MS/P Tanner/Woll, 6–0) and attached several conditions: verification of applicable Minnesota Pollution Control Agency (MPCA) permits before construction; coordination with the Cass County Highway Department on access (including potential addition of a turn lane, subject to the Highway Engineer’s signature); continuous maintenance of a valid Minnesota Department of Health (MDH) Resort License while operating; designated parking areas; covenants that the cabins meet the Land Use Ordinance rental requirements; and a $5,000 letter of credit to secure erosion‑control and site work, reduced incrementally by ESD as work progresses. The approval is effective through Feb. 9, 2028 unless extended.
