Kay County appoints Matthew Miller as Highway District 3 first deputy; updates purchasing authorities

Chairman Jeff Kreger noted the update was required because of the departure of a long-serving employee; the administrative changes are recorded for county accounting and purchasing controls and will be reflected in Hwy Dist#3 account authorizations on file with the County Clerk.
