CDA highlights land trust growth, down payment assistance and emergency rental support

Melody Bridgeman said the community land trust owns the land while homeowners own improvements, keeping units perpetually affordable; the program now includes 52 homes across Chaska, Cologne, Mayer, Victoria, Waconia, Watertown and Chanhassen and CDA staff said the land trust portfolio grew 25% in the last year. Allison Scribe reported the first round of down payment assistance helped 19 households (average assistance roughly $50,000; average purchase price about $321,000) and the emergency rental assistance program expended just over $163,000 serving 64 households with an average assistance amount just under $2,500.
Staff said the CDA intends to use LAHA and levy funds to expand the land trust and to issue an RFP later this year to allow non‑CDA developers to apply for set‑aside funds.
