Staff argued the partnership would reduce the depth‑of‑bench problem for in‑house staff and improve work‑life balance for social workers who now rotate on call overnight.
Both HHS and commissioners described prior positive experience with the vendor and said the arrangement could be cost‑effective and administratively simpler than expanding internal staffing to cover 24/7 needs. Commissioners asked for more detail on cost and operations during budget hearings.
