CDA asks Carver County commissioners to approve 3.5% levy increase to sustain housing programs

The Carver County Community Development Agency asked the county board to approve a 3.5% levy increase for 2027 that officials said is intended to maintain services, cover payroll pressures and expand key housing programs.
"For the 2027 budget, the Carver County Development Agency is requesting a levy of $3,931,350, which is a 3.5 percent levy increase," Bernie Larson, the CDA's director of finance, told the board, adding the increase is a $132,944 change from the 2026 levy. Larson said the annual impact on a $508,000 home would be about $1.92 (roughly 16 cents per month). The CDA also noted it is eligible under Minnesota statute for a higher maximum levy amount and will request formal approval from the county board at its Sept. 1 meeting.
CDA leaders framed the levy as a way to leverage outside state, federal and private funding and to protect ongoing services. "The proposed increase helps the CDA maintain and expand critical housing and community development programs throughout Carver County," Larson said. Agency staff said levy revenue represents about 20% of the CDA's roughly $20 million proposed budget for 2027.
No vote was taken during the work session; the board will consider the levy formally at its September meeting.
