Council adopts updated Sewer System Management Plan to meet new state requirements

Public Works Director Cody Bridgewater presented the updated Sewer System Management Plan (SSMP) required under the State Water Resources Control Board general order 2022-010003. The update adds documentation and procedures to meet the new order’s mandatory elements, integrates the city’s computerized maintenance management system (CMMS), revises overflow-response steps and reporting, and updates the sewer-system inventory to reflect recent infrastructure (including a new lift station serving the Crossroads West development).
Bridgewater said the plan moves the city to a triennial internal-audit schedule and a six-year plan-update cycle. Council voted to adopt the SSMP update (motion carried 5–0). Bridgewater noted the next audit due date is Aug. 2, 2028, and the next plan update due Aug. 2, 2031.
