Council approves 3.8% solid-waste rate increase tied to CPI

Assistant City Manager Tammy Alcantor and Assistant staff explained the franchise contract mechanism that permits an annual CPI adjustment up to 5%, and staff recommended a 3.8% increase based on the May-to-April CPI for the San Francisco–Oakland–San Jose area. Alcantor said the typical single-family residence would see an annual increase of about $17.52 ($2.92 per billing cycle).
Richard Jilton, owner of Jilton Solid Waste, addressed the council during public comment, saying rising fuel and disposal costs have strained operations: “We went from $3 for diesel to $7 for diesel,” he said, arguing that actual operating pressure could justify a higher increase. A resident expressed concern about affordability for single-person households. After public comment, Councilmember Fossey moved and the council adopted the 3.8% increase by roll call (5–0).
The council directed staff to provide county tipping-fee and weight data on disposal volumes for future budget and rate discussions.
