Select Board weighs culvert replacement, salt and crack-seal timing for town roads

Tinmouth’s highway staff told the Select Board that a neighbor’s driveway culvert is failing and sits outside the town right-of-way, but is close enough to town infrastructure that replacement may be needed to protect the road.
"It is 42 feet from the center line," the staff member said, and added, "I recommend 30." The board asked staff to have Josh inspect the site and return with final sizing and cost estimates before deciding whether the town will assist or propose a cost split with the property owner.
Board members also discussed road maintenance supplies and short-term budgeting. Staff reported ordering an additional untreated salt load to ensure supply for an upcoming weekend, noting that taking delivery now would leave the salt line modestly over budget for the current fiscal year. Members weighed the tradeoff of ordering now (and potentially deferring payment) versus waiting to refill the salt shed after July 1 when the new fiscal year begins.
On pavement preservation, the board debated rental length for a Raxial crack-sealing machine and how much rubber to buy. Members reviewed last year’s usage (two tons used over a month) and considered a month-long rental to gain more paving days versus a two-week rental to stay within this year’s budget. The board asked staff to refine cost estimates, factor in weather risk and production rates, and return with a recommendation at the equipment-fund discussion planned as a special meeting.
