Charles City County Electoral Board reorganizes leadership; acting elections director named

The Charles City County Electoral Board reorganized its leadership at a Feb. 9 meeting in Ruthville, appointing Mrs. Glenda V. Greene as Chairperson and Mrs. Sammie C. Cotman as Secretary. Mr. Gerald Barnes will serve as Vice-Chair following the reorganization. The Board moved and seconded the appointments and approved them unanimously.
At the outset of the meeting, Mr. Gerald Barnes acknowledged the resignation of DeNay Harris, effective Feb. 9, 2026, and the Board unanimously agreed that Mrs. Lisa A. Cosby would fill the position as Acting Director of Elections and General Registrar. The meeting record lists the new chair's term as expiring Dec. 31, 2028 and the new secretary's term expiring Dec. 31, 2026.
Board members present included Chairperson Glenda V. Greene, Vice-Chair Gerald Barnes, Secretary Sammie C. Cotman, Chief Deputy Lisa A. Cosby, Dr. Sharon Davis (Deputy III) and Christopher McArthur (Voter Registration Specialist/Voting Machine Custodian). The reorganization was handled as a formal motion and recorded as approved. The Board indicated the changes were prompted by a change in governorship and the resulting need to reorganize membership.
The Board adjourned at 1:30 p.m.; the next meeting will be scheduled after the Logic & Accuracy test set for Feb. 12, 2026.
