Council directs staff to implement online preapproved housing plan program under SB1529

Town Attorney Thomas Benavidez told the Council that Senate Bill 1529, enacted in 2025, requires municipalities to either create standard preapproved housing design plans or establish a preapproved housing design plan program. Dr. Jim Johnson presented two compliance options: (A) hire architects to develop municipality-owned plan sets, or (B) create an online library that lists preapproved plans submitted by architects or preapproved elsewhere. Staff recommended Option B as less costly.
Council voted to begin the code-change process and to pursue Option B, directing staff to set up an online program to accept and list preapproved housing design plans. The motion was moved by Johann Wallace, seconded by Cynthia Butterworth, and passed unanimously. Council did not adopt specific program rules during the meeting; staff will return with draft code language and implementation steps.
