Town Manager to seek procurement-code updates allowing emergency spending up to $35,000

Town Manager Suzanne Harvey told the Council that the municipal procurement code has not been updated in years and that its dollar thresholds no longer reflect current costs. Harvey asked Council to consider modifying the code so that routine budgeted expenditures could be handled by the Town Manager without an RFP and so that emergency expenditures up to $35,000 could be approved administratively.
"It currently requires that any projects over $10,000.00 have to go through the RFP process... We should require 3 quotes, but not an RFP. She also highlights that the Town Manager should be able to approve emergency expenditures up to $35,000.00," Harvey said. Town Attorney Thomas Benavidez agreed with the proposed approach. Mayor Wallace directed staff to draft an ordinance to present at the next meeting.
Council did not adopt code amendments at the meeting; staff will draft ordinance language for future Council consideration.
