Louie Hodges and Kevin Delaney (Industrial Tower and Wireless) said RF exposure for these tower designs is typically a fraction of the FCC’s general population limit and that carriers are required to certify compliance.
Kevin Delaney offered a voluntary option for independent measurements: he said a physicist could visit the site and, with homeowners’ permission, measure RF fields at abutters’ properties on an annual basis to verify operations remain within licensed parameters. “If they were all transmitting at their maximum licensed power… they would be at about 3% of the FCC level,” Delaney said when describing a worst‑case calculation for a fully loaded tower.
Residents asked what would happen if measurements changed over time; presenters noted the FCC sets exposure thresholds and that any future regulatory revisions would require carriers to comply with new standards. The Department of Public Service reiterated that formal RF studies and testimony must be part of the PUC filing and that written public comments during the PUC comment period are the most effective way to register ongoing concerns.
