Gun Barrel City council voted on July 28 to call a special election on Nov. 3 asking residents whether to repeal the city's April animal-control ordinance (O-2026-003). City Secretary Janet Dillard explained that Ordinance O-2026-035 implements ballot language asking voters whether the prior ordinance should be repealed and sets procedural details for the special election.
"Section 6.11 gives us directive regarding ballot language," Dillard said, adding that early voting runs Oct. 19—30 and that the city will not host an early-voting location; Gun Barrel City Hall will be open from 7 a.m. to 7 p.m. on election day. She said staff will publish factual information on the city's website and social media and that the county's approved order does not include an early-voting site in the city.
Council members moved and seconded the ordinance and voted in favor. The council also approved an interlocal agreement authorizing Henderson County to conduct the election; Dillard said the county estimates the cost at about $3,600, to be charged in the next fiscal year.
The special-election ordinance takes effect upon adoption, and staff said an informational page about the election would be posted on the city's website next week. Voters who support repeal will vote "yes" on the ballot question; a "no" vote will keep the existing ordinance in place.
