PCPS CFO warns of roughly $1.9M shortfall tied to state enrollment estimate; district expects partial correction after March 31

Tanya Miller, chief financial officer for Page County Public Schools, told the Board the state is funding PCPS based on an estimated Average Daily Membership (ADM) of 2,705, while the district is seeing about 2,810 students. She said that the mismatch in ADM used for state funding created anticipated budget, salary and benefit shortfalls totaling approximately $1.9 million for FY2026.
Miller said corrective funding adjustments after the ADM is finalized on March 31 will not fully close the gap because the underestimation occurred during last year’s budget process. She told the Board corrective measures could reduce the shortfall to about $822,569, but that unexpected capital expenditures of $284,303 and prior appropriations (including $235,000 for a school bus and mezzanine repairs) mean the School Board will likely request additional support before year-end. Miller said, "even a small decline in ADM can cause large budget gaps, averaging at $10,000 per student."
