Fred Brason of Project Lazarus asked the Board to permit 2–3 year awards rather than annual reapplication because start-up work and data collection can take time. County staff and steering-committee members noted the COPE review process considers multi-sector input and that funding decisions must align with reporting requirements in the MOA.
