Winona County commissioners approve consent agenda including resurfacing bids, cooperative agreement and recycling RFP

On a motion by Commissioner Dwayne Voegeli, seconded by Commissioner Greg Olson, the Winona County Board of Commissioners approved its consent business items by a 4-0 vote on April 28, 2026. The consent agenda included a contract with Hiawatha Valley Mental Health Center to support WRAP+ clients; an LG220 gambling exempt-permit for Pickwick Mill Inc.; transition from the Over 65 Blues contract; and award of resurfacing work for CSAHs 4, 5, 12, 37 and 39 to Dunn Blacktop Company.
The board also approved a cooperative agreement with the City of Utica for the CSAH 33 project, an updated Working Hours Policy 5.10, an extension of the lease with the Port Authority of Winona for the 165 West Second Street parking lot, and approval of the county's Recycling Program Request for Proposals. The board confirmed payment of disbursements as part of the consent action.
