Board approves temporary RV use permit for Primeau property with 18-month limit

Poarch said staff had issued a building permit in July 2025 and that footing and plumbing inspections had been completed; framing and sheeting had been completed since the report was written. He noted "the applicants are requesting the conditional use permit be granted for a period not to exceed 18 months."
Staff recommended approval with conditions: temporary occupancy not to exceed 18 months; placement setbacks of 100 feet from the street right-of-way, 25 feet from side property lines and 50 feet from the rear property line; connection to a newly installed well and septic prior to placement; and permanent disconnection from temporary utilities once the home passed final inspection. The Planning Commission had recommended approval by a 7–0 vote at its March 2, 2026 hearing. The Board opened the public hearing, heard a single citizen comment, closed the hearing, and on motion approved the CUP with the staff conditions; the minutes record the vote as unanimous among members present.
The Board's action allows the Primeaus to occupy the travel trailer while construction proceeds but ties occupancy to the construction schedule and utility connections. The staff packet, planning report and agency comments remain the official record for condition specifics.
