County manager and finance director outline fund-balance history and near-term budget gap

County Manager Juan Vaughn walked the board through available fund-balance percentages back to FY2013–14, showing the metric fell from roughly 33% to about 1% in 2019–20 and has recovered to just over 8.5% in the latest audited year. Vaughn said the earlier decline was tied partly to using the school capital reserve methodology to cover budget gaps and that current efforts are aimed at increasing fiscal stability. "In 2013, 2014, available fund balance was $8,000,000... In 2019 to 2020, it went down to 1%, which was approximately $247,000," Vaughn said.
Commissioners and residents pressed for year-by-year breakdowns of what portions of the change were due to overprojections of revenue versus unbudgeted spending. Finance Director Willie Cowan reported bank account statements totaling $14,834,644.43 as of June 30 and said revenues were exceeding expenditures in the general fund by about $1.86 million after accounting for receivables and payables. Several callers urged the board to present clearer, dollar-level reconciliations so the public can evaluate the causes of the multi-year decline.
