County officials outline steps to resolve DEQ noncompliance and finish 2024 audit

Finance Director Willie Cowan told commissioners the county is working with the Department of Environmental Quality to clear a noncompliant status and has two primary outstanding tasks: adopt an internal-control policy and finish the 2024 audit. "We have amended it. We have submitted it to their review. They are comfortable with us adopting it tonight with the understanding that we can modify it at any given time," Cowan said, referring to a template recommended by the UNC School of Government.
Cowan also said the trial balance for the 2024 audit should be delivered to the auditor later in the month as staff upload remaining documentation. County Manager Juan Vaughn and Cowan described a process of assigning tasks and working with NCACC staff and auditors; Vaughn also said no grant funds have been suspended and the county is not on a suspension list at this time. The board heard questions about the audit deadline and whether adoption could wait until the next meeting; staff recommended prompt action to reduce the number of outstanding findings.
