Falcon Heights councilors on July 8 refined the residential parking pass program used during the State Fair. City Administrator Jack Linehan told the council staff had ordered 1,500 physical static‑cling passes based on roughly 600 eligible properties and planned mailings in late July.
The council agreed that the first pass will remain a mailed physical cling that remains flexible and transferable. A second pass will require residents to submit a request form and, if approved, receive an electronic registration code tied to a specific license plate compatible with the city's T2 Systems enforcement platform. Hardship (third and fourth) passes will require a separate application with documented justification and, if approved, will also be tied to a specific plate with an electronic registration code. Council also agreed to include Hoyt Avenue and Larpenteur Avenue in the initial mailing and asked staff to consider targeted communication to Falcon Town Square residents about hardship options. Linehan said these policy directions were sufficient for staff to prepare a resolution amending the administrative manual for consideration on July 22.
The changes tighten accountability for additional passes while keeping the flexible physical first pass; staff will return a formal resolution that codifies the administrative process.
