Board approves zoning and subdivision ordinance amendments tied to 2045 plan; A2 district removed for further study

After adopting Henrico Next, the board considered related code changes. The County Attorney and Planning staff presented substitute board papers that remove the proposed A2 agricultural zoning district from the advertised ordinance changes and make several technical edits and new form‑based overlay subdistricts elsewhere. Supervisor Rountree moved approval of the substitute zoning ordinance (1‑58a‑26) without the Lakeside form‑based overlay; the motion carried.
The board also approved the substitute subdivision ordinance (1‑59a‑26) to conform with state law updates and the comprehensive plan. County staff said the A2 district will be the subject of a further study and stakeholder process to refine an approach that balances conservation and landowner entitlements.
