Clermont County rejects all bids for animal-shelter kennel expansion after bids exceed estimate by more than 20%

The Board voted to reject all bids received January 9, 2025 for the Animal Shelter Outdoor Kennel Expansion at 4025 Filager Road after bids exceeded the architect’s estimate by more than 20 percent, in accordance with Section 153.12 of the Ohio Revised Code. The rejection was approved unanimously.
Ms. Powell told the board, "the architect estimated $162,000.00, and the bids came in at $352,000.00." Commissioner David L. Painter said the Board wants to see the expansion completed "by spring or summer" and directed staff to work with the architect to reduce the project's scope and cost so the county can proceed with construction when feasible.
