Ralph Davani (Speaker 10) told the board he was "angry and frustrated" and described how the proposed unit would change his yard and shade the trees. The homeowner/applicant (Speaker 15) said the ADU is intended for a family member and pledged not to rent the unit: "I can promise you that, as long as I live in that house, I never plan on renting it ever." After public comment and board discussion that noted the application met the ADU statutory requirements, the board closed the hearing and voted to approve the ADU application.
